Western governments seem to be in no doubt that president Bashir Al Assad is responsible for what appears to be a deadly Chemical Weapons attack in Idlib Province which has killed dozens of people including at least eleven children and injured hundreds more. The foreign secretary Boris Johnson said if proved then it is a war crime. The Un Security Council is holding an Emergency Meeting tomorrow to discuss the attack. If assad is the culprit, something the Syrian Regime denies, then it is surely evidence that he believes he can act with impunity not least because russia is his ally, and the white house has recently stated its priority is not removing assad but defeating is.
