The Arizona Department of Child Safety on Tuesday said it had a case open on Yui Inoue prior to her being charged with murder in the death of her two children.
On March 2, the department opened an investigation on Inoue after receiving a report of neglect of Kai Inoue, 7, claiming that Yui Inoue took Kai somewhere unknown, according to a department statement.
Police located Yui and Kai Inoue behind a convenience store, after which Kai was taken to his father and Yui Inoue was taken to a psychiatric hospital, the statement said.
The department said that while an investigator did not find visible signs of neglect or abuse, the investigation into the family was still open up until the death of both Kai Inoue and his 9-year-old sister, Mia Inoue.

Tempe police are starting to piece together what happened before two kids were found dead in their family s apartment.
Police discovered the bodies of Mia Inoue, 9, and Kai Inoue, 7, on Saturday morning at a unit at The Tides at South Tempe apartment complex near U.S. 60 and Mill Avenue.
Their mother, Yui Inoue, is facing two first-degree murder charges, according to police. It s disturbing, said Kevin Hochstatter. It makes me kind of queasy to go to sleep at night.
Hochstatter shares a wall with the family at the center of this investigation. He didn t know his neighbors very well. He said they hadn t lived next door to him for very long.

Yui Inoue, 40, faces charges of first-degree murder in the deaths of her two children, 9-year-old Mia Inoue, and 7-year-old Kai Inoue, according to the Tempe Police Department.
