People say city leaders need to do something about the problem. Reporter the flames consumed several tents and personal belongings at this sidewalk homeless encampment as heavy black smoke drifted on to nearby 880. People who live at the camp say theyre not sure how the fire started because at 4 30 a. M. When it broke out they were asleep. I smelled the fire. Thats what made me start waking up.
