RUTLAND In the early hours of November 23, Vermont State Police from the Rutland Barracks arrested Justin Dugger, a 25-year-old resident of Brooklyn, NY, for DUI and possession of methamphetamine. The arrest occurred at approximately 12:01 a.m. on South Main Street in Rutland following a motor vehicle stop for a traffic violation. During the
