SINGAPORE, April 5 The High Court today accepted the prosecution’s appeal against a lower court’s decision to reduce criminal charges against two Singapore Civil Defence Force (SCDF) commanders over the death of a full-time national serviceman.  In reinstating the original charges, High Court judge See Kee Oon noted that Corporal Kok Yuen Chin had never been a willing participant in the “kolam” (“well” in Malay) ragging activity, and that his commanders consciously chose not to stop it, ignored the risks or trivialised the potential dangers.
