Parks was among 16 vendors who participated in the second annual Black Restaurant Week pop-up, one of several events planned through Sunday to highlight Black restaurant owners.
The first stabbing led to the arrest of 36-year-old Crystal Jimenez of Los Angeles, according to police. The suspect in the second stabbing, which took place near the Junipero Beach parking lot, fled on a bicycle, police said.
Two residents challenged the permit to sell alcohol, saying it was too close to a playground and the ocean, but the City Council voted 7-1 to deny the appeal.
Saltwater Deck was awarded a permit in July to sell beer and wine at its Junipero Beach concession stand, but an appeal was filed seeking to block alcohol sales on the city's beach.
