分享：一、出台背景近年来，县委、县政府相继出台了一些为企业招工的政策，其主要是依靠政府行政推动来招工，这些政策措施为缓解我县企业用工难发挥了一定的积极作用，但随着发展形势的变化，我县服务园区企业用工的政策措施不系统、不全面、不配套的问题也开始突显，主要体现在六个方面：一是园区企业员工结构不合理。园区企业员工普遍在40岁以上，人员结构老化，不利于企业生产与发展，加之近年来我县招商引资力度加大，园区企业数量不断增加，但到园区务工就业的劳动力增加不明显，难以满足企业生产需要。二是园区企业的招工稳工主体作用发挥不够。我县企业普遍基础薄弱，在待遇和环境上吸引人、留住人方面能力不强。更为突出的是，企业自主招工、稳工留人和引进培养人才方面主观努力不够，办法不多;三�
