Reports that reached the Diocesan Electoral Board (DEB) of the Diocese of Dumaguete, the Parish Pastoral Council for Responsible Voting (PPCRV), and the National Movement for Free Elections (Namfrel), included some malfunctioning vote-counting machines (VCMs) in polling precincts.
