Louisiana Gov. John Bel Edwards announced Friday, his plans to join the U.S. Climate Alliance, a bipartisan coalition of governors committed to state-led action to reduce greenhouse gas emissions.
âTaking action to address climate change can strengthen our communities and our economy,â said Gov. Edwards, âand I am proud to join this group of Governors in committing to uphold the provisions of the Paris Climate Agreement. Together, Louisiana and other Alliance states are demonstrating that there are different ways to decarbonize and that this can be done in a way that is balanced, implementable, and effective.â

With this rule to reduce hydrofluorocarbons, âEPA is taking another significant step under President Bidenâs ambitious agenda to address the climate crisis,â said the agencyâs administrator.
As the Biden administration faces pressure to step up its climate action, the Environmental Protection Agency on Monday announced its first rule to tackle the global emergencyâa proposal to reduce planet-heating chemicals commonly used in refrigeration and air conditioning by 85% over the next 15 years.
The EPA’s proposed rule on hydrofluorocarbons (HFCs)âwhich are thousands of times more potent than carbon dioxideâcomes in response to the American Innovation and Manufacturing (AIM) Act, which Congress passed in December as part of a Covid-19 relief and spending package.

The Biden administration on April 26 took a key step toward restoring California’s power to limit greenhouse gas emissions from vehicles and overturn a Trump-era policy that pitted the federal government against a state seeking to eventually ban conventional gas-powered cars.
The Environmental Protection Agency released a formal notice asking for public comment as it considers restoring a waiver that enables California to mandate zero-emission vehicles and enforce its own stringent limits on greenhouse gas emissions from vehicle tailpipes. The Trump administration yanked that waiver in 2019.

States such as California, Massachusetts, and New York that have been issuing strict emissions mandates absent federal policy are poised to expand their scope even further as they find a new federal partner in President-elect Joe Biden.
In fact, energy suppliers, home builders, and others in the industry are expecting some of their policy battles to remain at the state and local level, even as the Biden administration seeks to advance the most aggressive climate agenda of any president.
They’re preparing for largely liberal states to continue requiring significant shifts in the way they power the grids, fuel vehicles, and heat homes. The Biden administration’s plans either won’t affect or would only encourage those actions.
