MONTPELIER â Vermont Gov. Phil Scott capped off an inauguration day full of reserve and resolve Thursday with a speech outlining his plans for the stateâs recovery from the COVID-19 pandemic.
Usually, the governor delivers a speech to a joint session of the Vermont Legislature after having been sworn in. This year, with the pandemic and the shock of Wednesdayâs storming of the U.S. Capitol in mind, Scott addressed the state by television instead of in the House chamber.
Lt. Gov. Molly Gray was sworn in earlier Thursday in the state Senate chambers, while Scott and the stateâs other constitutional officers took the oath of office outdoors, on the front steps of the Statehouse.
