ROCKFORD A lawyer for the U.S. Special Forces soldier accused in a mass shooting at Don Carter Lanes says she intends to seek the court s permission for mental health and fitness evaluations of her client.
U.S. Army Sgt. 1st Class Duke Webb, 37, of Shalimar, Florida, was in Rockford visiting family including a brother or half brother who works as a part-time cook at Don Carter. Authorities say Webb opened fire Saturday with two Glock handguns at the bowling alley, tavern and off-track betting facility on East State Street, killing three and injuring three others seemingly at random.
Experts say a fitness exam involves a complex analysis of the defendant and his life history to determine mental competence. But they say although his lawyers have raised the question of whether Webb suffers from post-traumatic stress disorder, not enough is known publicly to predict whether they might consider insanity as a defense strategy.
