U.S. Customs and Border Protection is investigating whether the actions of the helicopter team were justified after they flew low over Line 3 oil pipeline protesters in Park Rapids, Minn., earlier this week, kicking up dust and debris in what some say appears to have been attempt to disperse the activists.
