Jovanus Oliver Turay, the 16-year-old boy who is accused of using a Taurus G2C 9MM Pistol to shoot to death his female schoolmate, Precious Pearl Ireland, was on Tuesday, May 4 arraigned, along with his mother, Josia M. Saah, before the Monrovia City Court at the Temple of Justice.
Defendant Turay has been charged with negligent homicide, a third degree felony that carries a one-year imprisonment, while his mother, Josia was charged with illegal possession of a firearm.
The Magisterial court is a court of non-record, as well as the court of first instance. Therefore, whether juvenile or not, the Magisterial court will then forward the defendants to the relevant courts. In the case of any probable cause, the Ministry of Justice, through the Solicitor General and County Attorney, as prosecutors, will prepare the indictments, which will determine which court(s) of record the defendants should be sent to.

MONROVIA – Jovanus Turay, 16, a student of the Cyber-Ed Christian School of Excellence who allegedly shot a fellow student, Precious Ireland, 14, to death on the school campus has been charged with Negligent Homicide after nearly three weeks of police investigation.
He was charged along with his mother, Ms. Josia Saah, who is also being held for illegal possession of firearm.

When 14-year-old Precious Pearl Ireland died on April 13, as a result of a gunshot wound, her family was left with the scars of loss, grief and a burning desire for justice.
From the public glare, forgiveness did not seem as an option. As the quest for answers to burning questions ensued, regarding how and why, there was an apparent push for Jovanus Oliver Turay, 16, who shot precious, to be charged as an adult by the state and not as a juvenile.
“We are not making a conclusion at the moment because we obviously know that the act was untimely,” said Atty. Maxwell Grisby, an uncle of the deceased days after the shooting. Interestingly, Grigsby, who works as the Chairman of the Liberia National Commission on Small Arms (LiNCSA), said he was speaking only in his capacity as a family member and not as a LiNCSA official.

MONROVIA – Dr. Philip Ireland, father of the 14-year-old Cyber-Ed School of Excellence Student who was shot and killed on campus, says he has forgiven the perpetrator, and holds no malice against him or his family.
The perpetrator, Jovanus Turay, 16, also a student of the school is currently being held in a safe home by the Liberia National Police while investigation into the shooting incident is still ongoing.
The incident occurred during the early morning hours of April 13. The deceased, Precious Ireland, was pronounced dead on arrival at the SOS clinic.
Montserrado County District 6 Representative Samuel R. Enders: The bill will also empower schools to search every child, and to ensure that we work together so that no other student will die mistakenly. Rep. Samuel R. Enders of Montserrado County District #6 Representative, is expected to propose a bill called the ‘Precious Pearl Ireland School Safety Bill.’
The expected bill, according to Rep. Enders when proposed, will give schools authority to students beg as a means of avoiding the reoccurrence of the shooting incident at Cyber-Ed School of Excellence.
The late Precious, a student at the Cyber-Ed Christian School of Excellence, was killed by a bullet wound sustains on the premises of the school. This act was committed by Jovanus Turay, who snuck into the school premises and in the process of showing it, shoot Precious Ireland twice.
