Chairman and members of the committee,
My name is Jillian E. Snider, and I am the policy director of criminal justice and civil liberties at the R Street Institute, which is a nonprofit, nonpartisan, public policy research organization. Our mission is to engage in policy research and outreach to promote free markets and limited, effective government in many areas, including criminal justice reform, and that is why SB 111 is of special interest to us.
Delaware currently has a population of approximately one million citizens. According to a 2019 report, 30,038 individuals were arrested in that year, and more than 75 percent of those individuals were charged with low-level offenses.[1] [1] An overwhelming majority of these individuals will suffer endless effects due to their criminal history.
June 21, 2018This morning, staffers at The Appeal a nonprofit news site focused primarily on issues of criminal justice made the sort of announcement that’s become remarkably commonplace over the past couple of years: They were forming a union. And honestly, these days, that move is as much about a tweet as a filing with the NLRB.
We ask @theappeal to voluntarily recognize our union so that we can get to work on improving The Appeal’s workplace culture and conditions.
We are unionizing to make this a high democracy workplace. pic.twitter.com/uRh4Q1o4hw
With a union, workers and management can turn a corner together, rectify working conditions, and produce more powerful and mission-driven journalism.

HARRISBURG When Brandon Neely was pulled over in August 2020 for crossing into the area between a highway lane and exit ramp after leaving a casino in Dauphin County, a Pennsylvania State Police trooper asked if he could search Neely’s vehicle.
Neely, knowing his rights, said no. But the trooper searched anyway, as Neely streamed video to Facebook Live.
“If an individual who said they had nothing illegal in the vehicle says, ‘No, I don’t want you to search my car,’ it could be an additional indicator [of illegal activity],” the officer, who was not identified, said in the video.

SPRINGDALE, Ark. At Arkansas Children’s Northwest, race cars filled the parking lot in hopes to spread joy during these hard times.
“The racing family is a big community and we all pull together in a time of need,” said Dan King.
Because of Covid and the hard year it s caused for the Children s hospital, Dan King helped organize the event.
“I just started on social media and put out feelers and asked around and got in touch with Becca at Children’s and it grew from there,” said King.
