Ronald Ivan Scott, 33, is charged with murder and arson in connection with the death of 23-year-old Joshua Emmanuel Owusu-Koramoah.Scott was taken into custody in Orlando, Florida, Hampton police announced Thursday evening. Scott is being held at the Orange County Jail in Orlando.
