About 15 years ago, surfrider activists were protesting a beach for being polluted. The city council asked the police to escort them away. There was complete denial of the problem. 15 years later, Water Quality is on the agenda of every City Council Person in that local city, and thats completely a result of activists forcing the issue, surfrider and other local groups, saying, hey, these Water Quality issues are real and you need to address them.
