The trouble surrounding the Vihiga County health sector was laid bare during the Senate’s Devolution Committee meeting held following suspension of the implementation of the county’s budget for the 2021/22 financial year.
The county has been battling financial difficulties after the High Court in Kakamega issued a conservatory order stopping the implementation of the budget that had been approved by the County Assembly.
The petition challenging the legality of the budget was filed by former County Secretary Francis Ominde and political activist Joseph Simekha.
The two raised concerns regarding how the county government led by Governor Wilbur Ottichilo intended to use the budget. They also claimed the budget was never approved by the Cabinet. Shiru ward MCA Nixon Butiya was the only one who did not append his signature to the motion.
Atsiaya maintains that their intention is to clean the county government and get rid of elements that have hindered development through incessant infighting.
This, according to the mover of the motion, is a process that started with the removal of four county executive committee members from office. Four Vihiga CECs were dismissed by Governor Ottichilo following their impeachment by the county assembly.
“We are undertaking a cleaning process. The DG is in government and he is fighting the same government. He is the cause of stalled development projects and poor service delivery,” added Atsiaya.

Kakamega High Court Tuesday extended orders staying the implementation of Vihiga County s Sh5.8 billion 2021/22 budget for 10 more days, further deepening the financial crisis facing the devolved unit.
Justice Farah Amin extended the earlier orders that had been set for July 6 to July 15 when the matter will come up for mention and review of the orders
The court will also use the July 15 sitting to confirm compliance of the orders and service of submissions by the respondents.
