Manhattan: Regarding “Highest rents ever” (June 10), let’s add this: The New York State Division of Housing and Community Renewal (DHCR) has the job of upholding rent regulation laws, but they fail miserably to do so. NYC has lost tens of thousands of rent-controlled and rent-regulated apartments in recent years as landlords illegally make them market-rate.
