Maryland state employee union fails to agree on pay raise with Hogan administration Ian Duncan A union representing about 20,000 Maryland state employees said Friday that it had failed to agree on a pay raise for the coming budget year with representatives of Gov. Larry Hogan. Patrick Moran, president of AFSCME Council 3, said the state offered a 1 percent raise for the budget year beginning July 1, but it would have been contingent on revenue outpacing budget projections by $200 million. Moran said the union was seeking a 4 percent bump and step increases, which he described as in line with what police officers and firefighters will receive.
