STATEN ISLAND, N.Y. By 8 a.m. Thaone “Theo” Colon had received dozens of calls at the Kings Arms Diner asking if the West Brighton restaurant was open for indoor dining. Shortly afterward, the customers filtered into the dining room, now accepting up to 25% of its capacity for patrons.
