That is roughly 100 of its Gross National product. Thousands of residents are leaving the island for the mainland every month to look for jobs and better public services. The exodus is accelerating. In this context, congress and the Obama Administration have come up with compromise. The bill would establish a financial control board to oversee the island government and help restructure its debt in federal court.
