Horizons Regional Council finalises draft long-term plan with hefty rates increase

Horizons Region Council has struggled to balance ambitions, wants and wishes in its day-long deliberations to finalise its draft long-term plan. Palmerston North-based councillor Jono Naylor, who chaired the meeting, said the balancing trade-off between austerity and what needed to be done was the hardest part of local government. Despite keeping a close eye on a whiteboard tracking the rates impact of each amendment, the final draft of the 2021-2031 long term plan now comes with an 8.4 per cent rise, an increase on the previously proposed 8 per cent.
