An ezpass thats improperly mounted or the credit card connected to it is expired, that driver could run up tolls, fees and fines into the tens of thousands of dollars before he even knows he missed a toll. Today a Circuit Court judge questioned the constitutionality of that tolling system. Take a close look at this summons. The unpaid toll is only 1. 10. The civil penalty is 1,000, nearly 1,000 times the toll. The summons is one of 11 tony cooley received when her transponder was improperly mounted right after the 495 express lanes opened in 2012.
