Department. The High Pressure unit in 1957 as a laborer and was the first black laborer in the High Pressure water system unit. After working a year as a laborer for the Fire Department, he saw there were no black comerers in San Francisco and was encouraged to go back to school to better his skills and obtained his high school floem. In 1970, San Francisco created a program to allow minorities who were interested in becoming plummers. Joe took the opportunity and completed the program in 1972 and took an competition and became the first black plumber of the San Francisco water department. Joe will be dealer missed. He is survived by two sisters, two sons and will be greatly missed by many family members and friends. Moving are move forward. He has also shown a great deal of work in the community in making the programs more forward in our neighborhoods. He helped to pass part b last year and he also serves as a family member. He is raising two kids, two young girls in the neighborhood and district and is involved with a lot of Community Activities that really show that he is one thats very connected to the neighborhood. So i feel pretty positive about his qualifications and his enthusiasm for green power itself and for the overall work of the public and utility commission.
