Seamus E. Loughran, 65, of Pottsville, was pronounced dead at the scene of the crash that closed part of Route 183, which is Bernville Road in Penn Township, for 3.5 hours.
The coroner's office said a 49-year-old woman, Billie Jean Buckland of Mount Penn, collided with motorcyclist James Patrick McNeill, 29, of Washington Township Sept. 28, 2023 near the intersection of Black Matt Road and West Schuylkill Road, which is Route 724, in Union Township, Berks County.
