[ applause ] a dramatic expansion of the social safety net pushed down the poverty rate, but it didn t last. today, 15% of americans live in poverty. democrats argue, now is not the time to cut people off. if we lose the middle class and we re not there with a safety net, when they all that, we ll lose everything. but republicans say democrats don t know how to cure poverty. they only know how to invest in
