New Philadelphia targets abandoned, dilapidated properties The properties targeted are at 117 Sixth Drive NW and 410 Second St. NE. Demoliton of the structure on the Second Street property began last  week. The work was being done by Diversified Engineering of New Philadelphia. City Fire Inspector Jim Sholtz, City Building and Zoning Code Administrator Mike Scolati and Law Director Marvin Fete have targeted several such properties in the city, Mayor Joel Day told council last Monday. They will continue to be aggressive in removing them from our neighborhoods. The structures are eyesores, and in some cases, dangerous to the inhabitants and shelters for drug users and the homeless.
