I can see people littering and taking advantage and make urinating and doing all these other things. But yeah. Hope for the best. Reporter today the Manhattan District Attorneys Office explained it might not be changing as much as you think. Thats because those crimes never call for an arrest to begin with if it was a first office. Under the old system, a first offense called for a summons. Now if you didnt pay that ticket and Police Caught you littering again, police were obligated to arrest you. Under the new system, the first office stays the same. Now police are no longer allowed to arrest you for a second offense. This is not a get out of jail free card. We believe that every quality of life offense matters. But a summons is a real penalty.
