Columbiana County Commissioner Mike Halleck (at right) administers the oath of office to new county recorder Jim Armeni, who takes office in 2021. Halleck noted that when he first moved to Salem more than 30 years he hired Armeni to work at the store he managed, and the two have been friends since.
