This is the man who police say put parts of northeast philadelphia on edge this morning. Parents tell us they were scared to send their children to school. The fear started after this man escaped from a Police Cruiser while he was handcuffed. Officers had been on his tail since before 6 00 a. M. When he krared into a police car on the boulevard and kept driving. His dark colored sedan then crashed with two more vehicles down the road at somerdale avenue. This is earlier this morning where the rough surf is spilling into the town. Thats why we have issued a first alert for the rain, the wind and the threat of potential flooding across our area. Good morning. Im tracy davidson. It is a messy day inland, as well. Heres center city where the rain and whipping rains are a problem. Heavier pockets of rain are expected to develop. Utility crews are busy this morning as the wind is damaging power lines already. Downed wire actually burnt the sidewalk along ridge avenue in red so roxboro and a huge mural has fallen in center city. That is live camera showing broad and ray streets. A large chunk of the mural on the ground. The area blocked off. No reports of any injuries. And the wind has everyones hair whipping walking auds. Here say live look outside now at cape may. Good morning, im katy zachary. Im tracy davidson. Streets this morning were underwater at many points like Atlantic City. Matt delucia is live from Atlantic County. Reporter you see some of the cars trying to navigate this roadway thats flooded out. Were about a block away from the bay and the streets and walks are underwater. Throughout the morning we saw the water come over the banks and affect drivers trying to get to work and kids trying to get to school. Many taking the risk as the area saw another high tied around sunrise. Winds kicked up as well, as residents discovered their homes surrounded by water. A near repeat of what folks along the shore saw exactly this time last year. We spoke with people who are dealing with another day and the remnants of this noreaster. Theres a lot of debris all over the place, trash cans. People were just telling me a building over here, the wind blew off a lot of the siding. Really a mess. Reporter the

Morning so trains can make all the stops and the expect major delays come the morning. The market line has the most huge trains in philadelphia. In fact, more than 187,000 riders use this line on average during the weekday. Nbc 10s andrea joins us live from the line for a look at the traffic trouble for the morning rush, andrea. Reporter well, denise, theres a message playing over the speakers in the station. But everybody we spoke to had no idea what was going on, which could make for a bigger havoc during tomorrow mornings rush. Riders who use the line are preparing for more traffic starting tomorrow morning. I would definitely have to leave earlier for school. But, for going to work, i dont know what id have to do. Has 30 to 40 a cars fewer on the track. This after crews found cracks in the support beams on two rail cars. Transit agency is warning commuters be prepared for extremely crowded train stops during peak hours. We have Live Team Coverage with nbc 10 first alert traffic reporter checking out the delays and alternative routes. We begin with nbc 10 katy. Tell us what its been like. Reporter there are few things to tell you about. The Shuttle Bus Service that was running here at 30th street station and stopped all along the market line, thats not running because the morning rush has ended. The morning rush did go off with fewer problems than expected. Thats from a step ta spokesperson who tells me they are optimistic the evening rush will not be as bad as first thought. I made sure i woke up a bit earlier and got here a little earlier on time. Reporter it may be for preplanning like that. The ride was smoother than septa expected. Given the busy route is operating with 40 fewer train cars.
