Dougherty, 60, of Morristown, N.J., pleaded guilty to an accusation charging her with false swearing, a fourth-degree crime, before Superior Court Judge Stephen J. Taylor in Morris County. Under the plea agreement, the state will recommend that Dougherty be sentenced to a period of non-custodial probation to be determined by the court.  She must forfeit the $10,000 that she received as an illegal campaign contribution. The four defendants face charges they took illegal campaign contributions from a tax attorney – identified by news outlets as Morristown attorney Matt O’Donnell – who was cooperating with authorities. In return, the four promised they would use his law firm for government legal work. Facing charges are former Jersey City School Board President Sudhan Thomas, 45, of Jersey City; former State Assemblyman and former Bayonne mayoral candidate Jason O’Donnell, 49, of Bayonne; former Morris County Freeholder John Cesaro, 49, of Parsippany; and former Mount Arlington Council Member John Windish, 68, of Mount Arlington.
