The Dayton Police Department is investigating an incident that occurred last month in which a Black man, who is a paraplegic, was pulled from his car after telling officers he was unable to exit the vehicle as they'd commanded.
Clifford Owensby told police he was a paraplegic and couldn't exit his car, but officers dragged him out anyway in an arrest that is now under investigation by the Dayton Police Department.
