many of them didn t speak english, they suffered from severe mental illnesses and they were very vulnerable. they were taken advantage of. recently our county is investigating the notion of all caregivers having permits. if they have permits that would require the government to do background investigations on anybody who becomes a caregiver as an elder or a dependent adult. reporter: they re leading the prosecutors on trying to create a task force to get the ground work started. it will likely be a year before they can get that in front of the board of supervisors to create a new law fort county regulating this board and room care practice. napa county was the first and still the only county that has a similar kind of program that regulates this practice. santa clara county is had hoping to learn from that jurisdiction. coming up tonight at 6:00, what else the county is trying to do. we also hear from a woman who s been a caregiver for decades. live in san jose, stephan
