behind bars. known as murder. he is chhrged with assaulting his girlfriend. but as john rydell tells us, state officials want to know why he was allowed to go back home in the first place. maurice powell s nickname is murder, and he was a key witness in the recent trial of another teen convicted of shooting a 5-year-old girl. powell was ordered by a baltimore judge to wear an ankle bracelet with a gps tracking device. awaiting placement in a juvenile program. on sunday police called after powell apparently violated house arrest and assaulted his girlfriend. powell was a reluctant witness in the trial of lamont davis, the teen convicted of shooting 5-year-old raven wyatt last year. governor o malley was briefed and spoke with reporters today. they are not magic bracelets. they cannot present, in this case, a master from putting someone on gps. that should not have been put on gps but detained. some state lawmakers say they support home detention programs but say the ke
