The Carmel City Council approved a $25 million borrowing plan for redevelopment projects Monday, including a Midtown water tower light show and art displays at two roundabouts but nixed funding $650,000 for informational kiosks around the city.
In a 5-3 vote, the council approved $1.5 million to outfit the water tower north of City Center Drive with colorful LED lights that can display images or written messages such as birthday wishes. The council wants the Carmel Public Art Advisory Committee to review the plan and the city to come back before it with more detailed cost estimates.
Mayor Jim Brainard is pushing the project because he said it will add energy and pizzazz to Midtown at night, turning an “eyesore into a asset. But some councilors said they are worried that the light display will be gaudy and detract from the upscale appeal of the neighborhood. Others said it could be intrusive for residents nearby.

ROANOKE, Va. – Open to anyone in the area looking to get their first dose of Moderna, Roanoke Alleghany Health District hosted a walk-in clinic at the Berglund Center Thursday.
A spokesperson for the health districts said the pause on the Johnson and Johnson vaccine was a disappointment but not a setback as they stay ahead of the state vaccination average.
Thursday, 2,100 vaccines were distributed to people who simply needed to show an ID.
With computer access limited and people wanting to avoid the pre-registration process, the 30 minutes it took to walk in and receive a shot in the arm helped people overcome barriers.
CarmelFest will return this Fourth of July after a coronavirus-related hiatus last year.
The celebration will include two nights of fireworks and two music venues to help reduce crowd congestion, according to a news release from the city.
The parade, which marches along Carmel Drive, Rangeline Road and Main Street, will be held Monday, July 5. The theme will be Back together again.
Music will return to the Gazebo, but this year there will be a second location at Carter Green, which will have an expanded adult and kid zone. Vendors, games and food and alcohol booths will be at both locations to lessen congestion.
