Police Unions Will Oppose Changing Law to Allow Civilians to Review Fixed Speed Camera Tickets The cameras have proven effective at slowing traffic, but tickets must be approved by sworn police officers, creating a bottleneck. At issue: who reviews tickets from speed cameras.
