Spontaneous demonstrations
The City of Graham has a new protest ordinance adopted last month replacing the one stopped by a federal court injunction and repealed in July. Its most relevant clause in the wake of the Derek Chauvin verdict makes a permit unnecessary for demonstrations “organized and conducted in response to breaking news events in the past 36 hours.”

Courthouse
The sidewalks and south stairs of the Historic Courthouse are “open to free expression,” so should be open to spontaneous demonstrations. The west and east stairs and the reserved judge’s parking space on the north side of the courthouse are open to demonstrators while the courthouse is closed. The North steps to the only operating entrance and the landscaping are open by permit only.
