“We have identified the full business cost of providing service to your customers,” Johnson said. As a business, you will not stay in business very long if you don’t know this information.
In some instances, the city may choose to subsidize services, such as recreation programs, while seeking full recovery of costs of others, such as for development, he added.
“These costs are occurring; the question now is who’s going to pay for these services the person receiving the services or the taxpayer. These are your only options,” Johnson said.
Laurie Tamura from Urban Planning Concepts expressed concern about possible fee hikes, noting that the City Council previously chose to keep fees low to foster development, which would benefit city coffers eventually.

Restoration of a historic house slated to become a community facility in Santa Maria took another step forward Tuesday night.
The firm has been hired to complete structural renovations for the historic home built in the 1880s.
“It never even dawned on me that I would be the police chief,” he said.
After a stint on patrol, he served three years with the gang suppression task force, another three years as a detective and a stint on the SWAT team among multiple assignments.
Santa Maria saw its first homicide arrest under his leadership after a fatal shooting on the former chief’s last day. It also led to the first homicide suspect arrest by detectives under his watch.
“They did a phenomenal job. They really spent a lot of time, networking with Lindsay Police Department, working with them once they figured out that the suspect might be in that area,” Schneider said.

Dec. 19 A new police chief in Santa Maria has been appointed to succeed Phil Hansen, who is officially leaving the top position Saturday after announcing his retirement last month.
Marc Schneider, a division commander with the Santa Maria Police Department, was appointed by City Manager Jason Stilwell following a selection process, according to spokesman Mark van de Kamp.
Schneider will assume the position of acting chief on Saturday after Hansen steps down and will become chief on Jan. 2.
Schneider’s experience in law enforcement spans three decades, beginning with the Pismo Beach Police Department in 1993.
