WATERTOWN â With a seat remaining unfilled, candidates are beginning to line up to run for City Council in next Novemberâs election.
At least seven candidates have expressed interest in three council seats that will come up in November. They could start circulating petitions Tuesday.
On Monday night, the current council could not agree to appoint either Amy Horton or Benjamin Shoen to fill the vacant seat created by the recent resignation of former Councilman Jesse C.P. Roshia.
As was expected, the votes for Mrs. Horton and Mr. Shoen ended in a 2-2 stalemate, with Mayor Jeffrey M. Smith and Councilwoman Sarah V. Compo voting yes. The appointments needed three votes.

WATERTOWN, N.Y. (WWNY) - After interviewing two candidates over the weekend, Watertown City Council still has a vacant seat. Weâre told council needs more time to think about it - but weâve learned there may be more to it than that.
Two interviews this past weekend to replace Council Member Jesse Roshia seemed to have gone well, according to city council members.
But no choice was made. In fact, council may be going back to the drawing board.
