and one of the most disgraceful things we ve seen over the last seven years is sending our fighting men and women into combat with rules of engagement that tie their arms behind their back and make it impossible for them to win, to defeat the enemy, and to protect themselves. that is wrong. it is immoral. in january, 2017, it will end. [applause] america has always been reluctant to use military force. we are slow to anger. but if and when military force is required, we should use overwhelming force, kill the enemy, and then get the heck out. while many people call donald a fraud or a con man, the truth is, the hard truth is, there are a lot of other voters out there who think that they have been conned election after election. [applause] ms. fiorina: they know what it is to be promised something and delivered nothing. tip o neill once famously remarked that all politics is local. actually, i think politics is personal. i think people vote based on their own lives, their own experiences, their own beliefs, their hopes, their dreams. if we want to defeat donald trump, we cannot turn to the establishment was again and ask them to guide the citizenry to the right answer.
