65, that was seconded by commissioner dwight. On that motion, roll call. [roll call] commissioners, this motion passes 6 to 0. Great. And its going to be in Committee Later this week. Well submit a response on your behalf tomorrow morning. Thank you. Next item. Commissioners, moving on, item 8, discussion and action to set Public Employee evaluation and Performance Plan criteria for the office of Small Business executive director. This is an action item. And in your packet is the Draft Department head Performance Plan for the wouldbe period july 1st, 2012 through june 30th, 2013. And i believe the director. Can take over from here. Yes, ill take over from here. So, commissioners, at the last Commission Meeting i presented you with a draft. And what we are doing today is just establishing the criteria which then in july of 2013 you will be then using this document to review and comment on my performance as the director. So, again, just to review the document that is before you, pages 2,
Dpw, and oewd to start developing one, first, kind of a policy perspective on what were going to do with this. And then right now there isnt any permit structure for these entities because dpw handles mobile [speaker not understood]. Police department has a pedalers permit but doesnt permit any operation out on the streets or in trucks out on the streets for retail. And retail has retail can go many which ways, good, you know, honest retail and not honest retail. So, how do we [speaker not understood] . Drive by retail. Thats been out for awhile. Which one . Letruck. Oh, yeah. There are a couple retail clothing ive seen the clothing because the one clothing where she opens up the back door and the ramp comes down and you can go up in there. Right. I think, director, its important that we take some cues from the mobile foods. Be mindful of the fact that the brick and mortar businesses who have substantially more overhead costs and pay a lot more into their community dont end up with a b
The goals that would be beneficial to the office of Small Business. Item 3 is a big one, and item 9 is a big one. So, thats just my first comment with reading this the first time. Does regina really have control over number 9 . I mean, of course she is going to go to bat for us. I dont want to be grading her on things that she has control over, and there is not going to be an appropriation. Its going to be simply a matter of lobbying for funds. Id hate to see a judgment on that one. Commissioner riley. Yeah, responding to commissioner obriens concern, were looking at 10 being a lot, but we can lump them together. And like 3, 4, 5, 6 could be one under programs. Right. And then you list each program. Because four programs in the year is not that much. So, instead of listing every program separately, under the programs category, list of four programs. And item number 1, complete annual 20112013 annual report by end of Fourth Quarter 2012. Any report, you know, theyre due annually, right
For improving accessibility in their property. We set like three stages or three levels of criteria. And, so, if a business meets low, level or medium level in terms of their accessibility issues, then theyll be more likely able to apply for the sf shines funding. But if theyre in what we call kind of they have some substantial issues such as three steps going up into their property, then we will need to direct them to a cast individual. So, im very pleased about this. This is a pilot program. And if it works out well, then we, hopefully we can expand upon it. So, and that is scheduled to launch mid november. Then i wanted to ask, have you had any feedback regardctioning the rollout with the checkout bags, heard from any businesses . Ive heard more from consumers than i have from businesses. I was in one business, not in my neighborhood, in cole valley and they werent happy about it just because there was a long line and somebody was complaining about, you know, got to figure out bags
Projects that you want to achieve during the year with your committees. I think, then, it should go down towards the bottom of the totem pole. I do, too. Number 7. Because i do think that part of that obligation from the perspective of your performance evaluation is riding on the chairs of the committees doing their job. And if theyre not doing your job and youre providing all the support, then ive got a distortion there. So, i think that should go to the bottom. And as commissioner dooley said, some of these others should be rising to the top. I think it could be reworded to assure that you provide the support, because if this re is showing there is a completion that really your responsibility is to provide the support. Yeah, i agree with that. Also, you know, the fine timelines are pretty in flux to some extent, just depending on how things are going situationally. So you dont manage us, you manage your own staff because we have our day jobs. Right. And im thinking it more in managin
