Uganda: Kwoyelo, 13 years in custody without trial

Uganda holds the lamentable world record for the longest pre-trial detention in an international crimes trial. Thomas Kwoyelo, a former colonel in the rebel Lord’s Resistance Army, has been in jail for thirteen years. His trial for war crimes and crimes against humanity finally seemed to get going in March with two weeks of hearings before the High Court in Kampala. Kwoyelo, 52, unsuccessfully asked to be transferred to the International Criminal Court, and the court heard several prosecution witnesses.
