Milwaukee County is continuing its rental assistance programs that began early in the pandemic as it continues to see a high demand from residents facing eviction. In a recent report to the Milwaukee County Board of Supervisors, the county’s Housing Division reported that it had spent down all the money allocated for rental assistance from the federal stimulus package passed in late December. The county has contracted with the local non-profit Community Advocates since June 2020 to process rental assistance applications and disburse payments. The organization has used all $6.7 million in rental assistance funds the county provided from its $10.6 million Emergency Rental Assistance Program allocation.

Milwaukee County has used federal funding to prevent an estimated 5,480 evictions since the COVID-19 pandemic began. David Crowley, the county put approximately $18 million of its allocation from the CARES Act into eviction prevention and housing assistance.  The county started cutting checks to renters and homeowners in June to keep them in their homes. Since then, the county has spent down nearly all of the money it has put towards rent and mortgage assistance.

Indeed, “Strategies for Eradicating Homelessness” was the title of a panel at Governing’s recent Summit on Health and Human Services. But I doubt that either of the two panelists, Albuquerque Mayor Richard Berry or James Mathy, the Milwaukee County Department of Health and Human Services’ housing administrator, would tell you that the outstanding work their jurisdictions are doing will result in the outright eradication of homelessness.
