The judge said he thought it was “unlikely” a person in a changing cubicle would strip completely, so in that sense the offending was different, for example, from making a secret recording of someone changing at a swimming pool. “[W]omen are probably more sensitive about that than men are, and that is something any mature male should appreciate,” the judge said. He considered there was a real possibility that Head could lose his job if he was convicted.
