When asked why, Secretary General Boutros Boutros-Gali said he thought the members were tragedy-ed out. Too tired to deal with yet another crisis. While more complicated than a famine or Covid-19 because of the gun lobby, people seem immune to lasting shock over shootings. Maybe because there are so many of them.
