in 2016, i visited l.a. county jail s infamous twin towers, which is the largest mental health institution in the country. while there, i saw some inmates actually chained to tables. should all these people with mental illness be inside of a jail? oh, absolutely not. it isn t the right place. they should be in a facility that s designed to help them. we don t have that facility in california right now. that was six years ago. and today in california, unless you re very wealthy, there s still no long-term care options for severe mental illness other than incarceration. now the growing population doesn t just fill the jails. it s overwhelming the streets. and too often, cops without training are left to handle confrontations that can escalate quickly. not long ago, my family
