I very much doubt that I will be getting a plausible explanation from the power distribution firm, Umeme Uganda Ltd, but I will all the same try.
After all, we live in a country where service providers imagine that their service is a favour for which we should be eternally grateful even when it is at the poorest.
We have been experiencing power outages on a daily basis for the last two months in Jinja. The power will either go off at 7pm, and get back on at around 9pm or go off at around 9pm and get back on at around 11pm.

One month ago, Busoga sub-region did what had until then been thought to be unthinkable – vote against ruling National Resistance Movement (NRM) presidential candidate, Mr Yoweri Museveni.
The region had until January 14 been known to be a stronghold of both Mr Museveni and the NRM. That belief was born out of the fact that it has consistently been voting for Mr Museveni since 1996.

The actions and statements of Opposition leaders Kizza Besigye and Robert Kyagulanyi, alias Bobi Wine, indicate a marked difference in how they view the role of foreign powers in the conduct of the struggle against President Museveni’s government in which the two are involved.
The sharp differences between the approaches of the National Unity Platform (NUP) leader Kyagulanyi and former Forum for Democratic Change (FDC) party president Besigye, was evident on Thursday when Mr Kyagulanyi hosted the European Union (EU) Delegation to Uganda.

Summary
In his acceptance speech on January 16, President Museveni indicated that he would be initiating talks with sections of the Opposition. But NUP, which is set to become the biggest Opposition party in Parliament, has yet to out any terms under which it might engage Mr Museveni. FDC’s position has always been that any dialogue must have a definite agenda and discuss a transition from Museveni/NRM.
