which leaders could keep europe out of an economic crisis. it s far from a sure thing. one nation remains the key to making all this work. ron insana is cnbc s senior analyst. ron, we have 26 of 27 eu member countries. they have agreed to this new deal. so what is it and explain why britain is being the holdout on this. britain is being the holdout because as it long has been the case, they have not wanted to give up their sor rinty. it s why they re not part of the currency union itself and it s also why they don t want to go too far in because europe wants to put a financial transaction tax on. they want budget discipline that s enforced by the entire group. britain is not willing to give on those issues. however, the members of the euro zone who are, in fact, using the euro as a currency have agreed they will tighten their belts and be governed by the entire body. they re trying to make a much tighter union both not just in monetary terms with the currency but also in fiscal terms
