Measure 110 was passed by voters in 2020 to decriminalize the possession of small amounts of hard drugs and to divert users into treatment programs. It was seen as a redress to the disastrous policies of the War on Drugs specifically the dramatically disproportionate sentencing and incarceration of Black Americans on drug possession charges.
For 30 days from August to September of this year, Portland Police reported no gun homicides.
