the dow jones crossed the 13,000 mark again about 10:00 this morning on a strong consumer confidence report. it s hovering around 13 now about 3 points shy. it hasn t closed above that level since may of 2008. we ll keep an eye out for you. it is an image most of us remember. a tsunami from japan tossing boats around in santa cruz here in the bay area. now the obama administration wants to cut money for tsunami warning and preparedness programs. gil diaz is at ocean beach in san francisco with reaction. gil. reporter: hi, grace. good afternoon. yeah. those budget cuts could affect how many special buoys operate at the same time. they are called dark buoys, way out there in the ocean 39 of them. and these buoys help forecast a tsunami as one of the warnings systems is going off right now.
